Whether you own the base game or not, The Council offers a complete experience. Play solo or in a competitive two-player mode using the Overlord module. If you do have Mini Rogue, the expansion opens up even more possibilities, adding cooperative play for two or three players and competitive games for up to four.
Step into a doomed city ruled by a power-hungry regent and his shadowy council. As an adventurer navigating its twisting, randomly generated streets, you’ll face increasingly dangerous encounters, manage scarce resources, and grow stronger with each decision. Every card reveals new threats and opportunities as you push toward the ultimate confrontation with the King’s Remains.
The Council also introduces a campaign that continues the story of the base game - while remaining fully playable on its own.
